According to the survey conducted by the Association of the Population Self-Organisation Facilitation, over 8, 3 million people in Ukraine may potentially suffer from discrimination in terms of the right to directly participate in the local self-government. These are people living not at the registered place of residence, internally displaced persons and foreigners, temporarily residing in Ukraine.
The on-going local self-government reform and the territorial power reorganization are a perfect chance to change the situation for the better as delegating more and more authorities and resources to the local level, it is vitally important to create the appropriate conditions for the better involvement of hromada dwellers to the local affairs administration.
