Ivan Rubskyi, head of the Bashtanka AH of the Mykolayiv Oblast, worked as head of the RSA for six years. Now he is getting used to the new management conditions and opens up a world for himself.

The Bulgarian by nationality, he grew up in the Bulgarian village Kolisne in the Odesa Oblast, and went in for wrestling. Subsequently he served in the Northern Fleet as a sailor of an aircraft cruiser “Kyiv”. After graduating from the institute, Ivan Rubskyi worked as a chief accountant for some time, and in 1985 started working at Bashtanka Rayon State Administration as head of financial department and the first deputy head of the RSA. He occupied this post for 23 years.
In 2014 Ivan Rubskyi turned sixty, so he retired. But at the end of 2015 he decided to run for mayor of Bashtanka. And without any advertising campaign he managed to get ahead of 10 other candidates with three times more votes than the closest competitor.
Ivan Rubskyi is a charismatic figure in the Bashtanka Rayon. His popularity is so great that the residents even forgave him the decline of degrees of 3 local schools and optimisation of the educational network.
With the hromada formation it was difficult for Ivan Rubskyi to get used to new working conditions. Political competition became the first challenge.
We are standing under the shallow rain near a small sports ground. Not every small city (before 1987 Bashtanka was an urban-type settlement) has high-quality football, volleyball and basketball fields, as well as street sports simulators and a children's playground nearby...
We are quickly moving to the main AH facility, to its future project – a pool that has already been partially constructed. Its 25-meter-long reservoir is filled with water. Subsequently, this water should be cleaned by modern technology of salt electrolysis. The cost of the project is UAH 64 million, and 22 of them have already been allocated: UAH 4.5 million were received from the AH budget, UAH 6 million – from the oblast budget, and the rest was allocated by the deputies from the deputies’ funds.
