310 modern outpatient clinics will be built in rural areas in 15 regions of Ukraine. This is the first pool of projects, approved by MinRegion’s Order to be implemented through the subvention for the rural healthcare development, informed Hennadii Zubko, Vice Prime Minister – Minister of Regional Development, Construction, Housing and Communal Services of Ukraine.
“We are moving according to a clear route map for the implementation of the initiative of President of Ukraine Petro Poroshenko on the development of high-quality healthcare in rural areas. Outpatient clinics will be built within the framework of a new primary healthcare network all over Ukraine. The new primary healthcare network was formed in accordance with the methodology developed by MinRegion together with the Ministry of Health, and envisages the construction of 505 new outpatient clinics. We have developed and approved new technical requirements to implement outpatient projects with an energy efficiency class, as well as a list of necessary medical equipment (including telemedicine) for primary healthcare facilities. Introduction of telemedicine in the outpatient clinics is also envisaged,” said Hennadii Zubko.
The list of approved projects includes 102 outpatient mono-practice clinics with 1 or 2 doctors without housing and 104 ones – with housing, establishments of group practice for 3-4 doctors (94) and 5-7 doctors (10).
The first project pool includes the Volyn, Donetsk, Zaporizhzhia, Ivano-Frankivsk, Kirovohrad, Luhansk, Mykolayiv, Odesa, Poltava, Rivne, Sumy, Ternopil, Khmelnytskyi, Cherkasy and Kyiv Oblasts.
“We do not stop. We work on the criteria for purchasing transport for the primary healthcare link. Our goal is high-quality, modern, accessible rural healthcare all over Ukraine!” said the official.
It should be noted that at the initiative of President of Ukraine Petro Poroshenko, the law on the primary healthcare development in rural areas was approved by the Parliament. The implementation of Law 2206 is not only the introduction of modern approaches to premises and medical equipment, but first of all – the latest methods, telemedicine, which can record data, transfer it to secondary level and receive very prompt advice from specialised doctors on highly specialised issues.
The total amount of subventions from the state budget to local budgets for the implementation of the measures aimed at developing the healthcare system in rural areas in 2018 makes up UAH 5 billion (UAH 4 billion – allocation in 2017, UAH 1 billion – in 2018). The procedure and conditions for the subvention use are approved by the Resolution of the Cabinet of Ministers of Ukraine No. 983 dated 6 December 2017.
