Training Platform for ASC Heads: Eighth Cohort Begins

 

The Polaris Programme “Supporting Multilevel Governance in Ukraine” invites Administrative Service Centre (ASC) Heads seeking to develop their professional competencies to participate in the training.

The Training Platform for ASC Heads is a short-term professional development program worth 1 ECTS credit.

The platform’s seven previous cohorts have already brought together 207 ASCs heads, forming a strong professional community that continues to improve the delivery of administrative services in hromadas across Ukraine.

The Training Platform’s format includes online participation in training sessions, webinars, and meetings; work on individual assignments within the “Laboratory of Change”; and consultations with the Programme’s trainers and experts of the Programme. The final meeting is planned to take place offline, with the final decision to be made closer to the event date.

Training period: September 10 – October 30, 2026. Upon completion of the Programme, participants will receive a certificate.

The program includes the following thematic blocks:

Training Course “Effective ASC Manager”

  • ASC Today and the Manager’s Role
  • The Working Day and Personal Effectiveness of an ASC Manager
  • ASC Team: Supporting Effectiveness
  • Change Management: The Path to Success in Unpredictable Conditions
  • Change Laboratory

Webinars and Meetings

  • How to Improve ASC Communication: Information and Feedback Tools
  • Successful to Successful: Experience-Sharing Meeting
  • Developing Emotional Intelligence and Preventing Professional Burnout among ASC Staff

Who can participate?

Heads of functioning ASCs are eligible to apply. The cohort is expected to include up to 30 participants.

If more applications are received, the Programme reserves the right to select participants based on the criteria listed below. The following factors will be taken into account when forming the group:

  • relevant professional experience;
  • the candidate’s motivation;
  • gender balance;
  • the ratio of ASC heads from city, settlement and rural hromadas;
  • geographical diversity of the Training Platform participants.

Mandatory participation requirement: applicants must have a certificate or certificates confirming completion of the online courses “Skills of a Modern ASC Professional” and/or “How to Create a Modern ASC”, available on the Diia Center Platform. The certificate(s) must be uploaded in the relevant field of the registration form.

Applications will be accepted until 6:00 PM on August 25, 2026, via the registration link.

Please upload the hromadas head’s order appointing you as the head of the ASC to the appropriate field on the registration form and briefly describe your motivation for participating.

By September 7, 2026, the Polaris Programme will notify all candidates of the results of the application review.

The training starts on September 10, 2026.
