Clear separation of powers between the government agencies and local self-government bodies of all levels is an assignment of the local self-government reform and power decentralisation. For this purpose, the MinRegion has developed and sent two bills, agreed by the ministries, oblast state administrations, associations of local self-government bodies, for the Government to consider. It was claimed by the Deputy Minister of Development of Communities and Territories of Ukraine Vyacheslav Nehoda.

«Separation of powers between executive authorities and local self-government bodies of all levels is an important reform step. The project norms define the same powers for village, settlement, municipal councils and their executive bodies in accordance with the powers, delegated to local self-government bodies of cities of oblast significance and municipalities. All municipalities are equal, so they must have equal powers and development opportunities», - commented Vyacheslav Nehoda.
