The Ministry of Development of Communities and Territories of Ukraine has begun holding online-meetings with other central bodies of the executive branch and oblast state administrations concerning the implementation of the provisions of Law of Ukraine № 1009-IX (bill 3651-d) On Amending Some Enactments of Ukraine on Harmonising Certain Issues of Organisation and Functioning of the Local Self-Government Bodies and Rayon State Administrations, having come into force on December, 6, 2020.

«Many of the newly-established rayon councils and hromada councils are arranging their activity under the radically new conditions, and some of them – actually "from scratch". Now they need help – clarifications, step-by-step algorithms, document samples. The MinRegion, colleagues from some ministries and line associations are already doing it. All related bodies of the central executive branch of power have to get involved in it. It is not sufficient to give references to the law – everybody must be interested in creating a single clear law-applying practice, drawing office holders and local self-government bodies deputies’ attention to the law provisions, a failure to follow which can cause significant infringements of hromada residents’ rights. Here we also count on assistance from oblast state administrations, that are much better aware of the situation in rayons and hromadas of their regions, understand what kind of support is needed by which self-government bodies. We all have a common aim of improving the services quality and accessibility in each hromada, so one cannot stay aside at such an important reform phase», - addressed the event participants Vyacheslav Nehoda, Deputy Minister of Development of Communities and Territories of Ukraine.
