The new Election Code partly solves the issue of districts without deputies and local councils partisation but "openness of election party lists" is doubted by experts. The issue of districts and electorate calculation is still open as decentralisation processes are underway: new perspective plans of forming territories are being considered. The Code partly eliminates the problems of the previous law on the local election but it needs improvement.
These are the outcomes of the expert discussion Local Election-2020: How to Elect and be Elected according to the New Rules, held on February, 26 at the Ukrainian Anti-Crises Media-Centre within the USAID DOBRE Programme.
