NGO “Society of Researchers of Ukraine”, with the support of the Swiss Agency for Development and Cooperation (SDC), in cooperation with the Ministry of Culture of Ukraine and Association of Amalgamated Hromadas announce the selection of AHs for participation in the project “Decentralisation and reform of cultural services”.

The project is focused on developing a new policy in the field of culture management, as well as introducing a new approach to providing quality and accessible cultural services at the hromada level.

Objectives of the project:

1. Development of new standards for cultural service delivery to the population based on research, taking into account best existing practices and local demand.
2. Ensuring awareness, communication and resource capacity of AHs to provide quality and accessible cultural services in hromadas.

The project team plans:

• to document and analyse best practices and new models of cultural infrastructure, and service delivery in hromadas;
• align legislation with best practices by developing standards for the cultural service delivery (with emphasis on accessibility and quality).

Amalgamated hromadas of the Zhytomyr, Poltava, Chernivtsi and Kherson Oblasts ready to work with the project team to achieve mutually beneficial results are invited to participate in the competition. Two AHs will be selected in each oblast and will undergo analysis of the existing network of cultural service providers. After that, the project team will work with one of the two selected AHs.

Each selected AH will receive:

1. SWOT-analysis of cultural and resource potential of the hromada;
2. results of research of the needs and desires of hromada residents regarding the directions of development of the cultural sphere in AH;
3. modeled system of standards of quality and accessibility of cultural services in the AH;
4. models of multifunctional centres of cultural services in accordance with the needs of hromada residents.
