The perspective plan for the formation of territories of hromadas of the oblast is developed by the relevant oblast state administration, in accordance with the methodology of formation of capable territorial hromadas, approved by the Cabinet of Ministers of Ukraine Resolution No. 214 as of 8 April 2015, and covers the entire territory of the oblast.

The perspective plan for the formation of hromadas’ territories is approved by the respective oblast council upon the submission of the oblast state administration and approved by the Cabinet of Ministers of Ukraine.

In case of oblast council’s approval of changes to the perspective plan, the oblast state administration submits a draft governmental act on introduction of such changes to the Cabinet of Ministers of Ukraine.

Approval of a perspective plan for the formation of hromadas’ territories is not a fact of hromadas’ amalgamation. The perspective plan only attests to the overall vision and socio-economic validity of the effective territorial structure at a basic level within the relevant oblast. Once the hromadas have decided to amalgamate, they will be able to proceed with the amalgamation procedure in accordance with the Law of Ukraine “On Voluntary Amalgamation of Territorial Hromadas”.
