It is stated in the Analytical Report on the annual message of the President of Ukraine to the Verkhovna Rada of Ukraine “On the Internal and External Situation in Ukraine in 2018”, published on the website of the National Institute for Strategic Studies.

The document describes the existing problem of disbalance of the rayon level.

“Formation of amalgamated hromadas in the rayons leads to the weakening of financial and organisational capabilities of the rayon. This requires more and more new stabilisation resources from the State Budget of Ukraine and creates an illusive opinion of the rayon leaders that everything may still come back if they stop the process of AH formation. Therefore, it's high time to reorganise the rayon level on the basis of economic feasibility.”
