The main issue on the agenda of the all-Ukrainian seminar meeting for representatives of local self-government, which took place in the urban settlement of Zatoka in the Odesa oblast, referred to the decentralisation process and especially the establishment of a new administrative and territorial order.
The issue which was most intensively discussed referred to how conflicts of competences between rayon councils, amalgamated hromadas and rayon state administrations could be prevented. The participants of the seminar agreed that it’s high time to solve this issue, since it is developing into a major problem now…
The portal “Decentralisation” talked to Vyacheslav Nehoda, Deputy Minister of Regional Development, Construction, Housing and Communal Services of Ukraine, about possible ways to finalize the establishment of capable hromadas and to reform rayons.
