E-government in eastern oblasts of Ukraine: assessment and prospects for further development

The UN Development Programme (UNDP) in Ukraine has completed the first comprehensive assessment of the implementation of e-government tools by oblast state administrations and local self-government bodies in the Donetsk and Luhansk Oblasts.

In the course of the assessment, the reform prospects of the administrative and territorial order were taken into account. That is why the study covered oblast state administrations, amalgamated hromadas and local self-government bodies of settlements which are expected to become the centres of AHs.

The assessment made in April-May 2018 aimed to obtain basic data on the development of e-government in the region. It was equally important to make the relevant authorities pay attention to the complex development of e-government. That is why, the assessment had to be conducted in the first half of the year to let representatives of the authorities prepare their own vision of e-government prior to the preparation of program documents for the coming year.
