On 31 August, the procedure for the formation of the Novhorod-Siverska amalgamated hromada was completed. The Horbove Village Council decided on voluntary accession of three villages of Horbove, Putyvsk, Yukhnove to the Novhorod-Siverska urban hromada.

And on the same day the Novohorod-Siverskyi City Council passed the final decision on accession of the Horbove Village Council.

Novhorod-Siverskyi has become the first city of oblast significance in the Chernihiv Oblast to pass all stages of accession.

In total, 13 747 people will be living in the newly formed hromada.
