Decision of Government on land in AHs is partial – law has to be adobted, - Hennadii Zubko

If the hromada wants to develop, attract investments, create jobs and high-quality conditions for its people, manage social facilities and territories, then it needs to manage land resources. This is a prerequisite for hromada development, stated Hennadii Zubko, Vice Prime Minister – Minister of Regional Development, Construction, Housing and Communal Services of Ukraine, in the interview with IA "Ukrainian News".

"Land is one of the main tools for attracting investments, budget filling and development planning. Draft law No 7118 that we insist on is the document that defines the transfer of land resources to the management of AHs. The main thing is that the hromada has an opportunity to know the land owner, understand whether he pays taxes, how the land is farmed, or whether a land share rent is registered. When the land is transferred entirely to hromada’s management, there is an understanding of how to manage the tax and increase revenues to the local budget." said Hennadii Zubko.

According to him, there is now a Governmental draft law and several draft laws, submitted by deputies, in the Verkhovna Rada. The presidential draft law No 7363 was more complex as it also solved the issue of the tax base.

Government’s decision is partial since it concerns only state agricultural land. It takes time to arrange projects, to transfer land to the management. This is just a share of land within hromada’s territory. Therefore, the law must be unanimously adopted. This will make it possible to manage revenues directly in hromadas, as draft law No 7363 envisaged that a private entrepreneur or an enterprise working on hromada’s land pays taxes at the place of land location, but not the place of its registration," Hennadii Zubko emphasised.
