Analysis of financial capacity of amalgamated hromadas of the Kyiv and Kharkiv Oblasts will help hromadas in further planning of their territories’ development. Based on the materials prepared by the experts of the Financial Monitoring Group of the Central Reform Office under MinRegion (with the support of the U-LEAD with Europe Programme and the SKL International project), these AHs have a vast scope for new development-directed decisions of the management.
Decentralisation.gov.ua publishes an analysis of the financial capacity of hromadas of the Kyiv and Kharkiv Oblasts.
The average indicator of own revenues per capita in 2 AHs of the Kyiv Oblast increased by UAH 1172.9 and amounted to UAH 2504.1 (including: in 1 AH, formed in 2016, this indicator increased by 3.6 times and is UAH 2946.1, and in 1 AH, formed in 2015 – it increased by 24.6% and makes up UAH 2155.4).

Receipt of own revenues (per capita) in 4 AHs of the Kharkiv Oblast, formed in 2016, grew by 3.4 times and amounted to UAH 2877.8. In 2017, the AHs were able to direct funds for capital expenditures in the amount of UAH 60 thousand 390.6, which is UAH 1020.1 per capita, based on the financial resources.
