Ministry of Finance launches updated dashboard for local authorities: Now with even more data on local budgets for 2026

The Ministry of Finance of Ukraine continues to introduce tools to improve the transparency and efficiency of public fund management. An updated dashboard ‘Operational Information on Local Budget Financial Resources’ containing the latest figures for 2026, is now available to local authorities and the public.

This online analytical tool has been created to help communities, district councils, and regional councils monitor key financial indicators in real time.

What exactly does the dashboard show?

The updated resource enables analysis of the status of local finances by region, district, and individual local government. The information is arranged into several key sections:

  • Revenue and transfers: Data on receipts to the general and special funds of local budgets, as well as the volumes of inter-budgetary transfers.
  • Account balances: Updated information on the balances of the general fund and development budget accounts.
  • Other financial indicators necessary for monitoring financial capacity.

2026 preliminary results: Figures for analysis

According to the Ministry of Finance, as of 1 March 2026, the overall financial situation of local budgets is as follows:

  • Total revenue of local budgets reached UAH 131.5 billion.
  • Inter-budgetary transfers from the state budget amounted to UAH 36.3 billion, representing 27.6 per cent of total revenue.
  • Fund balances in the general fund accounts of local budgets – UAH 84.2 billion.
  • Fund balances in development budgets – UAH 4.5 billion.

Data source and user-friendly analysis

The data for the dashboard is generated based on information from LOGICA, the information and analytical system for managing the planning and execution of local budgets. This ensures high reliability and timely updates.

A key advantage for local government officials is the opportunity to track indicators not only across Ukraine as a whole, but also in detail down to the level of each rural, settlement, and urban community, as well as regional and district budgets. This allows for comparative analysis and provides an objective picture of the financial situation in their region.

The analytical tool was developed by the state institution ‘Open Public Finance’ with the aim to strengthen financial capacity and transparency at the local level.
