Amalgamation of hromadas, financial decentralisation and other instruments created by the Government for the development of hromadas as the basic level of local self-government are reflected in the growth of their capacity, said Yanina Kazyuk, financial decentralisation coordinator of the Central Reform Office under MinRegion. However, along with the fact that economic life of hromadas is gaining momentum, there are areas requiring better managerial decisions.
Assessment of hromadas’ financial capacity in 2017 will help them in this direction.
Last week decentralisation.gov.ua shared the Assessment of the financial capacity of 366 AHs in 2017.
According to Yanina Kazyuk, experts of the Financial Monitoring Group of the Central Reform Office under MinRegion (with the support of the U-LEAD with Europe Programme and the SKL International project) will analyse hromadas of each oblast separately over a short time, for the convenience of using this information.
We publish indicators of the financial capacity of AHs of the Khmelnytskyi Oblast, which clearly distinguish the leaders among AHs and those who have something to strive for.
The growth of own revenues per capita of 26 AHs of this region increased by UAH 832.5 and amounted to UAH 2576.0 (including: over 4 AHs, formed in 2016, this indicator increased by 2.9 times and is UAH 2290.2, and over 22 AHs, formed in 2015 – by 38.6% and is UAH 2620.3).
