Communities will join the network of 75 existing cogeneration plants with a total electrical capacity of almost 100 MW and a thermal capacity of 107 MW. The Government has allocated UAH 732.5 million for this purpose within the framework of the Regional Resilience Plans. This was announced by Ukrainian Prime Minister Yuliia Svyrydenko.
‘We are preparing for the next heating season. There are cogeneration plants in the regions that are not yet connected to the grid. The task for the regions and communities is to commission them and prepare them for use, in order to provide heat and electricity in winter for hospitals, schools, and other critical infrastructure facilities. The Government is allocating the necessary funding for this,’ noted Yuliia Svyrydenko.
The cogeneration plants were obtained, in particular with the support of international partners, to ensure the stable operation of critical infrastructure facilities. However, communities were unable to install them independently due to a lack of funding and expertise.
Out of the total amount, UAH 307.7 million was allocated directly to the installation and connection of 20 cogeneration plants in Kharkiv region, 20 in Chernihiv region, 19 in Khmelnytskyi region, 7 in Lviv region, 4 in Donetsk region, 3 in Vinnytsia region, and one plant each in Sumy and Ternopil regions. A further UAH 424.8 million was allocated for modular boiler houses. The allocated funds will also enable the completion of work on the decentralisation of heat supply in Mykolaiv.
All available equipment should be put into operation by 1 October 2026. By this date, local authorities and regional state administrations should have developed the project documentation, completed construction and installation works, prepared the sites, and ensured connection to the networks.
