On 13 May, the Verkhovna Rada of Ukraine adopted as a basis a draft law on amendments to the Law of Ukraine ‘On Local State Administrations’ and certain other legislative acts of Ukraine on ensuring the legality of the activities of local governments and officials No.13150.

• The legality of regional council acts will be supervised by the Cabinet of Ministers or an executive body appointed by the Government.
• Regional State Administrations (RSAs) will be responsible for supervising the acts of village, settlement, city and district councils.
• In Kyiv and Sevastopol, control will also be exercised by the Cabinet of Ministers under a separate law.

Regarding procedures, the draft law proposed that supervisory authorities respond within 60 days of the local government act coming into force. If any violations are identified, the Regional State Administration or the Cabinet of Ministers will demand their elimination within 20 working days. Failure to comply will result in the supervisory authority referring the matter to court.

As reported earlier, on 29 April, during a meeting of the Parliamentary Committee on Organisation of State Power, Local Self-Government, Regional Development and Urban Planning, the Ministry for Development of Communities and Territories of Ukraine supported draft law No. 13150. The Ministry worked on the text and has an agreed position with the MPs who authored the draft law. All the all-Ukrainian associations of local governments present at the Committee meeting also supported the draft law, albeit with some comments.
