In municipalities a major issue, alongside with education, culture and social sphere, is health care at the local level. The issue has become urgent under decentralization and administrative and territorial arrangement reform. New municipalities having been established, newly founded local self-government bodies have acquired new duties of organizing and developing the above mentioned sectors.

Expert of the U-LEAD with Europe Programme Yevhen Meshko highlighted the peculiarities of founding health care establishment in municipalities, particularly, centres for primary health care.
