Under the law, socially important facilities of rayon territorial hromada common ownership – education, culture, health care and other establishments – have to be transferred to territorial hromada communal ownership and to be funded from their budgets. According to the MinRegion, in general, decisions about accepting transfer of 55% facilities ownership have been made by territorial hromadas. The leader of it is the Zhytomyr region, where as of January, 5, 2021, almost 100% facilities were transferred into communal ownership.
The Decentralisation portal was told about it by Vyacheslav Nehoda, Deputy Minister of Development of Communities and Territories of Ukraine.
«Such a rate of the Zhytomyr region may be related to a great number of territorial hromadas, having exercised the principle of voluntariness and completed amalgamation by 2021. Thus, a lot of facilities have already been transferred by rayons to hromadas», - claimed Vyacheslav Nehoda.
