The Recommendations are based on the principles of proper democratic governing, the experience of Aspen Institute Kyiv holding consultations with stakeholders of the decentralization reform from October, 2019 till April, 2020, and take into account regulation of consultations with the public and the best practices of involving the parties concerned while developing the policy.
