Within the Pulse project the AUC analytical centre has developed for the local self-government the Recommended Practice of Collegiate Bodies Work Organisation concerning Remote Meetings Holding, related to the introduced restrictive measures throughout Ukraine or in certain regions.
According to the Association of Ukrainian Cities, the current wording of the Law of Ukraine №280/97 On the Local Self-Government in Ukraine makes it possible to partly correct the flaws of the Law standards via improving the regulations, normalising the local self-government collegiate bodies functioning.
Currently there is no integrated practice of sufficiently amending the Rules of Procedure of the appropriate council or executive committee and Provisions on Permanent Council Commissions. The common and the most challenging stance in the issue of amendments approval is the issue of mandatory physical presence of collegiate bodies members at the meeting. Such a meeting organisation must take place both in accordance with the incumbent legislation on such meetings organisation and restrictive measures concerning the minimum distance between collegiate bodies members and their number in the premises.
