Adoption of the bill No. 2178-10 in the first reading only indicated the Government's willingness to solve the problem of land turnover. It is, in fact, a signal to all interested parties that the current state of issues is not satisfying either the Government, or international lenders, and it is time to seriously sit at the negotiating table and agree on the rules of the game.
