Modern ASC opened in Chasovoyarska AH

On 10 September, a proper Administrative Service Centre was opened in Chasiv Yar city, Donetsk Oblast. It provides more than 100 services, including the most necessary for residents. Passport services will be delivered for the first time since 2012, including the issuance of foreign passports.

The overhaul of the premises and equipment of the ASC with the necessary appliances were carried out within the framework of the State Fund for Reconstruction and Development. The U-LEAD with Europe Programme provided institutional assistance in setting up the Centre and electronic file system “Vulyk”. The ASC has 13 workplaces, and all employees have completed advanced training courses developed by Ukrainian, Swedish and Estonian programme experts.

“Delivery of quality administrative services in comfortable conditions is one of the success criteria for decentralisation reform. We are very pleased that a proper ASC appered in the Chasovoyarska hromada with the support of the State Fund for Regional Development and international donors, and now residents are able to receive quality services without corruption risks. Our common mission is to make the services delivered by the state accessible to every citizen of Ukraine,” said Lev Partskhaladze, Deputy Minister of MinRegion.

Due to the U-LEAD with Europe Programme’s support, the ASC integrated a wide range of services, including social and pension ones, land services, local services, residence, business and real estate registration. Soon the ASC will issue foreign passports, the funds were allocated by the city council.

Yulia Ivakhnina, Team Leader, U-LEAD with Europe Programme’s support to improved administrative service delivery, noted: “We are grateful to the local authorities for effective partnership and understanding of the ultimate goal of creating a proper administrative service system, that is convenience and comfort for residents. The synergy of efforts by local, central government and international assistance programme has proven effective again. We hope that the Chasiv Yar ASC will become the centre of European values ​​and positive changes in the hromada.”

Serhiy Chaus, acting Mayor, Secretary of the Chasovoyarska AH Council, said: “We are very pleased that a proper ASC has been opened in our hromada and we thank the partners for their support. Now our residents will receive the most essential services in comfortable conditions, quickly and efficiently.”

We remind that within the Roll-Out Phase of the U-LEAD with Europe Programme’s support to improved administrative service delivery, up to 600 ASC are to be established and modernised in the hromadas of Ukraine by the end of 2020.
