State Budget 2020: Direct interbudgetary relations of some AHs at risk!

More than 40 budgets of amalgamated hromadas (DOWNLOAD the list) risk not switching to direct interbudgetary relations with the state budget in 2020. The reason is the inconsistency of the perspective plans for the formation of territories of hromadas in oblasts. The consequences of this situation may be disappointing, but they can still be prevented.

MinRegion requested the oblast state administrations to reconsider perspective plans and eliminate the reasons that could prevent hromadas from moving to direct interbudgetary relations.

“The transition to direct interbudgetary relations is an important element of the full-fledged management of amalgamated hromadas. It is in the interests of not only hromadas, but also the regions to resolve this issue. Hromadas formed in accordance with the law should be included in the perspective plans of the oblasts. We hope for quick decisions of oblast state administrations and oblast councils. It is also necessary that these hromadas take an active position and enter into a dialogue with the respective oblast state administrations and councils,” added Vyacheslav Nehoda, First Deputy Minister of Regional Development, Construction, Housing and Communal Services of Ukraine.
