The Zhytomyr Oblast keeps leadership in establishing amalgamated hromadas. The Khmelnytskyi Oblast moved from the 5th to the 3rd place due to the formation of the Netishynska AH in June. The worst situation with hromadas' creation is traditionally found in the Vinnytsia and Zakarpattia Oblasts. At the same time, in the Vinnytsia Oblast, as well as in the Poltava Oblast, hromadas are the most cooperative. There is not a single rayon without any AH in the Volyn, Zhytomyr, Zaporizhzhia, and Chernihiv Oblasts. The Donetsk, Dnipropetrovsk, Lviv and Odesa Oblasts will this year receive the largest state aid for the development of the region and hromadas... "909 amalgamated hromadas have already taken responsibility for the development of their territories. People are living there in the conditions when local authorities do not hide from problems, do not transfer difficulties to rayon, region or state, but try to solve them independently or together with residents. For this, AHs have both powers and opportunities. Therefore, the life quality there is gradually improving. But, unfortunately, many hromadas "want to think again", "do not want to hurry up," worry that "they will lose more than they will receive", and thus conserve their failure. I would advise them not to invent the reasons for not doing anything... And if someone is waiting for centralisation revenge, it will not occur. Hundreds of hromadas having felt the taste of success will not allow this," commented Vyacheslav Nehoda, First Deputy Minister of Regional Development, Construction, Housing and Communal Services of Ukraine.

According to the monitoring data, hromadas in 94 rayons out of 490 (except 25 temporarily occupied ones) still do not participate in the amalgamation process.
