The powers on household waste management are ultimately assigned to local self-government. This concerns household waste removal, recycling and disposal tariff formation for the population; development of sanitary purification schemes; provision of land plots for the construction of recycling plants; recultivation of old landfills, etc. The transparent tariff should be equal to the quality of service, emphasised Hennadii Zubko, Vice Prime Minister – Minister of Regional Development, Construction, Housing and Communal Services of Ukraine, commenting on the Government's adoption of the relevant resolution.
“We have regulated the mechanism for providing households with household waste management services in accordance with the European practices. The new procedure foresees selection of service provider on a competitive basis, and also places responsibility on local self-government bodies to form transparent tariffs for all types of operations in this area. Such an approach is absolutely consistent with the decentralisation reform,” said Hennadii Zubko.
According to him, such innovations will form a competitive market in the field of household waste management, stimulate the introduction of modern methods and technologies, which will also contribute to the improvement of environment in the state.
In addition, Hennadii Zubko reminded that local authorities should prepare Regional Waste Management Plans, as provided for by the National Waste Management Plan up to 2030, as soon as possible.
