Decentralisation of responsibility: an issue that cannot be postponed
The balance of powers and responsibility must be preserved, said Prime Minister Volodymyr Groysman. He called the formation of a national institute of prefects, that is state supervision and control over local self-government bodies, as one of the most important tasks of the decentralisation reform.
