Amalgamated hromadas inherit an extensive network of libraries with outdated book funds, premises requiring repair, and staff requiring renewal. During the seminar “The Procedure for the Establishment and Operation of Communal Institutions in the Cultural Sector” the hromada experts together with the experts of the Zhytomyr Local Government Development Centre, established with the U-LEAD with Europe Programme and MinRegion, discussed what should be done with dozens of such institutions and how to bring life in rural libraries.
