One of starosta’s powers is his/her participation in the organisation of the execution of decisions of the village, settlement, city council, its executive committee, instructions of the village, settlement, city head in the starosta district and in the control over their implementation (Point 54, Part 1, Article 541 of the Law of Ukraine “On Local Self-Government in Ukraine”). In practice, however, starostas and other local self-government officials do not always have the same understanding of the content of this mandate. This and other related issues will be discussed in the current publication.

Starosta can take part in the organisation of execution of three types of acts:

• decisions of the village, settlement, city council;
• decisions of the executive committee of the village, settlement, city council;
• instructions of the village, settlement, city head.
