It is possible through decentralisation of power. The local self-government reform implies: the right to decide – that is, the transfer of authorities, and capacity – that is, the transfer of funds to hromadas. It will be enshrined both in the Constitution of Ukraine and in many laws, and will determine new rules of how the power system will work.

All superstructures established to centralise power and funds should be eliminated. For this purpose, many laws need to be changed.
