On starosta’s right to initiate consideration of issues at AH council's session

Starosta represents the interests of village and urban-type settlement residents of his/her starosta districts. He/she participates and has the right to a guaranteed statement at plenary meetings of the AH council and meetings of its standing commissions. However, as practice shows, the starosta can also have some powers that were defined not by laws, but by the regulations of the council. One of these powers is to submit a proposal to the draft agenda of the council’s session or to initiate consideration of issues at the session of the council.
