People are satisfied – Kalynivka ASC serves residents of neighbouring AH

The system of administrative service delivery is developing in the Vinnytsia Oblast through specialised centres. ASCs, established including with the assistance of the U-LEAD with Europe Programme, are successfully operating in a number of AHs of the Vinnytsia Oblast. Modern services are provided in the Nemyrivska, Kalynivska, Voronovytska, Yakushynetska, Zhdanivska, Severynivska, Dzhulynska and Studenyanska AHs.

The experts of the Vinnytsia Local Government Development Centre say that the ASC network in the Vinnytsia Oblast justifies expectations and is an important decentralisation factor in terms of improving the quality of people’s life.

“Centres are transparent, open and operational, services are delivered in a fast and high-qaulity way. The ASCs of AHs provide from 50 to 200 types of services. The most popular are state registration of place of residence, registration of acts of civil status, excerpts from state registers, appointment of state social assistance, as well as passport services. ASCs of Kalynivka, Yakushyntsi and Nemyriv are the most modern and provide the widest range of services. Today, there is an ASC in each RSA, and in fact people in cities can benefit of them, but when it comes to rural population and remote settlements, people do not receive services at all. Therefore, the establishment of village ASCs is highly appreciated by villagers who do not need to spend time to get to rayon, they receive all the services on the ground. All AHs of the Vinnytsia Oblast are developing projects to participate in the ASC establishment support programme – these will be modern centres delivering the maximum number of services that can serve all categories of people, including people with disabilities, in a prompt way,” said Vitaliy Shvets, municipal service expert of the LGDC.

It should be mentioned that the U-LEAD with Europe Programme’s support to improved administrative service delivery is implemented in Ukraine. By the end of August, hromadas can apply to participate in the Second Round of the Programme and receive assistance in ASC establishment and modernisation.
