The DESPRO debates “Why should hromadas amalgamate?” were held on 14 June in the Chernivtsi Oblast, the village of Kelmentsi, an administrative centre of the rayon with no AH established so far.

The event participants say almost unanimously that the old self-government system is a mess. However, at the same time, this mess suits many people, as fishing in troubled waters...
