The National Agency of Ukraine on Civil Service (NACS), with the support of the Council of Europe, started consultations to develop an agreed Plan of Measures on implementation of the Concept of reforming the system of vocational training of civil servants, heads of local state administrations, their first deputies and deputy heads, local self-government officials and local council deputies, approved by the Decree of the Cabinet of Ministers of Ukraine No 974-p on the implementation of the Strategy for the reform of the state administration of Ukraine for 2016–2020, dated 1 December 2017.
The purpose of the Concept is to identify strategic directions, mechanisms and timelines for the formation of a modern effective system of vocational training for civil servants, heads of local state administrations, their deputies, local government officials, local councils deputies, that will improve their professional competence, will be oriented towards the needs of an individual in a professional life-long development and will promote the implementation of good governance principles.
