Seminars on local budget formation took place in 16 regions – small part of work carried out in the regions by financial experts of Central Reform Office

In 2017, the financial monitoring experts of the Central Reform Office under MinRegion (with the support of the U-LEAD with Europe Programme and SKL International Project) conducted trainings in 16 regions of Ukraine on the basis of regional Local Government Development Centres. More than 600 representatives of amalgamated hromadas (heads and representatives of financial services) from the Kyiv, Volyn, Dnipropetrovsk, Donetsk, Zhytomyr, Zaporizhzhya, Ivano-Frankivsk, Kirovohrad, Poltava, Mykolayiv, Rivne, Sumy, Kharkiv, Cherkasy, Chernihiv and Chernivtsi Oblasts took part in these trainings.

During seminars Yanina Kazyuk, financial decentralisation coordinator, and experts Svitlana Demydenko and Viktor Ventsel focused on the following issues:

  • establishment of financially capable hromadas;
  • formation and implementation of local budgets;
  • application of the programme-target method in the budget process;
  • features of budgeting for 2018;
  • planning of the revenue and expenditure part of local budgets for 2018.
