Ministry of Defence clarifies how communities should report on their support for security and defence, in response to a request from Association of Amalgamated Territorial Communities and Association of Ukrainian Cities

The Ministry of Defence of Ukraine reviewed the letters from the All-Ukrainian Association of Amalgamated Territorial Communities and the Association of Ukrainian Cities and issued recommendations on publicising decisions made by communities to support the security and defence sector.

Village, settlement, and city councils are required to notify the Ministry of Defence about decisions to provide financial and material support to the security and defence sector, as well as about the approval of relevant local programmes. This obligation is set out in Law No. 3812-IX, which came into force on 30 May 2026.

The Ministry of Defence is currently working on the introduction of a digital system for such reporting. However, the specific procedure for reporting, the format for submitting information, and the deadlines for submission have not yet been determined.

The Ministry of Defence recommends that notifications be prepared in any format and submitted in any manner convenient for the relevant local government: in electronic or paper form via the electronic interaction system for executive authorities, by post or by email.

The notification should include:

  • the details of the decision approving the support programme: the date, reference number, name of the programme itself or the decision to provide financial or material support;
  • the date on which the financial assistance was disbursed or the material assets were transferred;
  • the amount of financial assistance and its intended purpose;
  • a list of the assets transferred, specifying their name, quantity, and value;
  • the specific recipient of the assistance: the number of the military unit or the name of the body or sub-unit of the security and defence sector.

Copies of the council’s decision, the approved programme, and other documents could be attached to the notification if the community deemed it appropriate.

The Ministry of Defence requests that notifications be sent within a reasonable timeframe after the financial assistance has been disbursed, the material assistance has been transferred, or a decision has been taken to approve a local support programme for the security and defence sector.

The Ministry has also noted that this notification requirement applies to decisions and local programmes adopted by local governments since the introduction of martial law on 24 February 2022, up until the entry into force of Law No. 3812-IX. When drafting notifications about such decisions, communities are advised to take the above recommendations into account.

Upon the development of procedures, notification forms or digital tools for the automated submission of information, local governments will be informed accordingly.
