The development of a network of international municipal cooperation is one of the most important tools for strengthening the capacity of Ukrainian communities, particularly in times of the full-scale war. New partnerships with European cities enable communities to access practical support, share decision-making processes and establish long-term relationships that promote recovery and development.
During an official visit to the Czech Republic, Uzhhorod and Brno formalised their partnership by signing a Memorandum of Cooperation, which defines areas for further cooperation between the cities.
The signing of the Memorandum is of practical significance for Uzhhorod. Brno has repeatedly supported the community, particularly by supplying municipal equipment and buses, and by participating in humanitarian initiatives. In times of military challenges, such assistance is crucial for ensuring the continuous operation of urban infrastructure.
During the meetings, the Czech delegation confirmed their commitment to continuing to support Uzhhorod, particularly with regard to housing and utility services.
The Memorandum outlines plans for cooperation in urban development, housing, utility services, education, culture and social policy, and the exchange of experiences between local governments.
Brno is also one of the cities that has provided shelter to a significant number of Ukrainians forced to flee their homes due to the war, demonstrating practical solidarity with Ukraine.
Such agreements demonstrate that international cooperation at the community level is shifting from mere declarations to a tangible means of support, fostering joint decision-making and strengthening local self-government in Ukraine and Europe.
According to the Monitoring the reform of local self-government and territorial organisation of power, which is prepared quarterly by the Ministry for Development, as of 1 January 2026, Ukrainian communities had concluded 2,119 international partnership agreements. A total of 487 communities are involved in international cooperation, and partnership ties cover 64 countries around the world.
The most developed network of international partnerships is in the communities of Lviv region – 286 partners in 30 countries, Zakarpattia region – 284 partnerships in 17 countries, Kyiv region – 133 partnerships in 34 countries, Volyn region – 135 partnerships in 18 countries, and Ivano-Frankivsk region – 115 partnerships in 24 countries.
These data show that international cooperation is becoming a standard tool for community development, as well as an important part of the European integration of local self-government in Ukraine.
