Japan to transfer 66 technical equipment units to frontline regions

In the framework of the Emergency Recovery Programme supported by the Japan International Cooperation Agency (JICA), technical equipment will be delivered to Ukraine for frontline regions. The following items are included:

20 modular Ukrposhta post offices of in frontline regions. These are fully-fledged postal hubs installed in localities where stationary post offices have been destroyed or damaged as a result of hostilities. They ensure the stable provision of postal and financial services even in conditions of limited infrastructure,

40 units of additional vehicles for clearing debris and providing utility services in Sumy, Zaporizhzhia, and Chernihiv regions,

A modern training simulator for training heavy construction vehicles operators and five units of modern construction and loading vehicles for students of the Training Centre for Training, Retraining and Advanced Training of Personnel in Bila Tserkva.

This assistance enables communities to recover quickly, provide people with basic services and become more resilient in the face of all the challenges of war,’ emphasises Oleksii Kuleba, Deputy Prime Minister for Restoration of Ukraine – Minister for Development of Communities and Territories.

The Japanese party will make the purchases, and the equipment will be delivered to Ukrainian cities over the next six months.

‘Cooperation with JICA brings tangible results for our communities. The delivery of modular Ukrposhta post offices ensures uninterrupted access to postal and other services in areas where they are limited due to hostilities. Meanwhile, the extra vehicles for Sumy, Zaporizhzhia, and Chernihiv regions is our operational resource for clearing debris and speeding up the recovery of municipal infrastructure,’ says Maryna Denysiuk, Deputy Minister for Communities and Territories Development of Ukraine.

The Emergency Recovery Programme is an international technical assistance project that restores infrastructure through quick impact projects (QIPs).

The project has already proven its effectiveness through its rapid response to community needs, including the provision of necessary equipment (to municipal services, educational institutions, hospitals), expert support, and training activities.

In total, since 2023, more than USD 700 million in assistance has been provided through technical and grant assistance projects from the Government of Japan, coordinated by the Ministry for Communities and Territories Development and implemented jointly with JICA. These funds are directed towards energy, transport infrastructure, healthcare, education, water supply, humanitarian demining, the agro-industrial complex, and municipal facilities.
