Draft Law No. 14048, ‘On Amendments to Certain Legislative Acts of Ukraine Regarding Ensuring Legality and Transparency in the Activities of Local Governments’, has received 2,417 amendments. The document aims to improve the supervision of the legality of local government decisions and increase the transparency of their activities.

For comparison, one of the initiators of the draft law – Ukrainian MP and Chairman of the Subcommittee on Administrative-Territorial Structure and Local Self-Government, Vitalii Bezgin – reported that thousands of amendments were also submitted to previous draft laws in this area:

• No. 4298 – 2,074 amendments;
• No. 13150 – 2,790 amendments.

‘As far as consideration is concerned, the number of amendments does not affect the preparation of the draft law. A subcommittee meeting has been scheduled for 27 October to review all the proposals submitted,’ Vitalii Bezgin wrote on his Facebook page.

Draft Law No. 14048 is the output of work within the Ukraine Facility and is intended to ensure effective control over the legality of local government decisions and create conditions for more transparent governance at the local level.
