What should change to make preschool education in Ukraine accessible to every child?

The Swiss-Ukrainian DECIDE Project, in collaboration with the Association of Amalgamated Territorial Communities, conducted a large-scale survey ‘Discussion of the Strategic Framework for Preschool Education Development’ among education administrators from 482 communities. The survey aimed to identify the obstacles preventing communities from developing high-quality preschool education, as well as the steps they consider to be priorities.

The results showed that:

  • 63 per cent of respondents identified a lack of funding for nurseries and early development services with extended opening hours;
  • 41.3 per cent expected a new funding mechanism;
  • 32 per cent wanted state support for the eYasla and eSadok programmes;
  • 51 per cent emphasised the need for inclusive infrastructure for children with disabilities, as well as those from single-parent or internally displaced families.
