Local self-government bodies are free access to the reuse design projects to implement their own restoration initiatives. The model projects are designed under the Ukraine Recovery Programme (URP), a framework loan from the European Investment Bank (EIB).

Among the model projects:

• a 443.90 m² building of an administrative service centre
• pre-school education buildings for 225, 150 and 75 places,
• buildings of school education institutions for 1008, 672 and 336 places.

"The use of model projects allows us to reduce costs and time spent on developing project documentation for restoration facilities. They meet modern safety, barrier-free and energy efficiency requirements. Each of these buildings has a dual-purpose underground space with the radiation shelter's protective properties. Moreover, they are easily adaptable to the particular municipality needs and thus the construction can be maximally accelerated," said Oleksandr Kubrakov, Vice Prime Minister for Restoration of Ukraine, Minister for Communities, Territories and Infrastructure Development of Ukraine.

During the time of the project development started in 2022, a number of working meetings and consultations were held by representatives of ministries, oblast and local authorities, project and expert organisations. The projects have to undergo a state expertise by 31 August 2023, and then become available on the website of the Ministry for Communities, Territories and Infrastructure Development of Ukraine (Ministry for Restoration).

The reuse projects are designed by the Ukrainian Architectural Studio A. Pashenko (Architects Pashenko) in cooperation with Cowater International at the initiative of the Ministry for Restoration and funded by the European Union and EIB.

The application of reuse projects is based on the Resolution of the Cabinet of Ministers of Ukraine of 14 October 2022 No. 1160 "On Approval of the Procedure for the Development, Expertise and Application of Reuse Projects in Construction and Amendments to the Resolutions of the Cabinet of Ministers of Ukraine of 11 May 2011 No. 560 and of 23 May 2011 No. 554".
