On June 14, a historic Sister City agreement was signed between the Ukrainian city of Ostroh, Rivne region, and the American city of Athens, Ohio. The event became an important milestone in the development of cultural exchange, knowledge transfer and economic cooperation between the communities of the two cities. USAID HOVERLA Activity played an important role in the establishment of the partnership, which laid the foundations for this important event.
“The United States and Ukraine share a history deeply rooted in freedom, democracy, and diversity, and this agreement reaffirms our commitment to these values. USAID is very proud to support this partnership though our HOVERLA Activity, which laid a foundation for Sister Cities Agreement that will help these two cities on their journey of prosperity and understanding. This is particularly critical at the time when Ukraine is fighting for its existence and sovereignty. This city-to-city partnership is one of the many instruments through which United States demonstrate our full support for Ukraine and its people”, – said Ann Hopper, Deputy Director of USAID Ukraine’s Office of Democracy and Governance.
At the core of the Sister Cities partnership between Ostroh and Athens lies a focus on education, innovation, entrepreneurship, and knowledge transfer. In addition, the municipalities aim to nurture academic excellence and drive progress. Besides, the collaboration between the cities will promote economic growth and development through enhanced trade, investment, and entrepreneurship, creating opportunities for citizens on both sides.
“The city of Athens recognizes the unprovoked hostile attacks on your sovereign nation and truly recognizes the strength, the courage, and the resilience of Ukrainian citizens. We are excited to begin our joint journey to develop cultural, economic, tourism and educational bonds between our municipalities. This day will be recognized forward as the Ostroh-Athens Agreement Day. Thank you to the Ostroh delegation for deciding that Athens would be a good partner, which I believe to be true”, - stated Steve Patterson, Mayor of Athens, Ohio.
"I sincerely thank the American people for their commitment and support to Ukraine. The energy of youth is what drives our cities - Athens and Ostroh. I am convinced that our common goal is to establish a peaceful future aimed at stability and prosperity. Mutual support, exchange of culture and education are integral components on the way to success and growth of both communities. This agreement creates a basis for the exchange of experience and new ideas between our cities. We are confident that this exchange will allow us to jointly develop priority for our communities, which will contribute to innovation and the creation of new opportunities for our residents," emphasized Yuriy Yagodka, Mayor of Ostroh, Rivne oblast.
The Sister City Agreement between Ostroh and Athens promises a dynamic and fruitful relationship between the two cities and nations.

The support and solidarity which is offered during such challenging times exemplifies the true essence of sister city agreement. It showcases the strength of unity and compassion. Through such an agreement we can promote peace, understanding and prosperity, creating a bright future for all. USAID HOVERLA will support municipalities in identifying and accelerating opportunities that come from such agreements”, - summarized Gabriel Abraham, USAID HOVERLA Activity Chief of Party.
Vitaliy Koval, Head of the Rivne Oblast Military Administration, also took part in the event and congratulated the municipalities on establishing a partnership.
