How a local council appointed a starosta – the experience that is not worth repeating

Last November a reader of the Decentralisation portal addressed our editorial board, asking us to clarify if an entrepreneur (a farmer) is entitled to be a starosta, a local council deputy and a council land commission member simultaneously.
