Increasing proficiency of local self-government and local state administration staff must be a priority for all decentralization participants, aimed at the quality level of public services and efficient territorial management. It was highlighted by Deputy Minister of Development of Communities and Territories of Ukraine Vyacheslav Nehoda during the International round table «The decentralization reform in Ukraine: outcomes and perspectives».
«Trust to decentralization is seen to be very high – 63%. In terms of politics, respondents trust to local authorities (municipalities) most of all among the government agencies – 11,1%, to rayon authorities – 1,7%. Concerning Ukrainians’ expectations from decentralization, they rated a decrease in corruption first – 58% of respondents answered so, services quality improvement (42%) and municipality services and amenities enhancement (32,5%) were rated second and third respectively. There is also a high social demand (86%) for local self-government decision validity to be checked. This is a response to which training programmes must be introduced for local self-government and local state administration representatives for the purpose of their proficiency increase», - said Deputy Minister.
