Unlike Ukraine, not a single European country had to fulfill decentralization under the conditions of war, and not a single country had such a great territory as Ukraine. But Ukraine has succeeded in what all European countries failed. The Ukrainian reform is not perfect, it faces certain hardships, however, many countries can learn from it. It was claimed by Daniel Popescu, the Head of Department of Democracy and Governance of the Council of Europe during the VI-th Forum «Efficient local administration as a precondition of a democratic and law-governed state».
