Unlike Ukraine, not a single European country had to fulfill decentralization under the conditions of war, and not a single country had such a great territory as Ukraine. But Ukraine has succeeded in what all European countries failed. The Ukrainian reform is not perfect, it faces certain hardships, however, many countries can learn from it.
