Oleksandr Vrublevskyi, an expert on starosta activity and municipality cooperation, dedicates the material to the bill the main idea of which is if there is good will of the municipalities, having formalized organized cooperation, other interested municipalities are able to join the agreement, concluded before, and to become its parties with certain obligations.
