To attract necessary specialists to the municipality health care system, the Snovska municipality representatives are searching for them at medical universities all over Ukraine. Oleksandr Medvedyov, the town head, detailed the local programme, under which a young specialist gets UAH 100 thousand of the settling-in allowance and one and a half of their future salary immediately. Specialists from other territories, are provided with accommodation.

For the purpose of securing mutual guarantees, a contract is concluded between the parties, envisaging that the specialist, having obtained the accommodation, has to work not less than 10 years in the municipality. After that the flat can be privatized. Such incentives have turned out to be efficient.
