Change of the administrative and territorial arrangement and legal aspects of appeal against the related rulings – a guidebook

The guidebook "The decentralization reform: transition from voluntary municipality amalgamation to administrative municipality and rayon consolidation» (the guidebook on considering certain disputes, caused by the changes in the administrative and territorial arrangement of Ukraine, taking place in 2020)" has been created in cooperation with the Council of Europe within the Programme «Decentralisation and the reform of the public administration in Ukraine» upon the request of the Ministry of Development of Communities and Territories of Ukraine, facilitated by the Committee of the Verkhovna Rada of Ukraine of the state power organization, local self-government, regional and urban development.
